The Government has introduced the new Support at Home program for in-home care, replacing the former Home Care Packages system.

For most people, your services will remain the same you will continue receiving the care and support you rely on every day.

Some things will look a little different, including updated service agreements, simplified fee structures, and new-style statements. Our team will guide you through each step of the transition. Your care coordinator is always available to discuss your individual needs and answer any questions.

Support at Home: What You Need to Know

Everyone currently receiving a Home Care Package will move to the Support at Home program. There are two main groups of clients:

Grandfathered Clients

If you already had a Home Care Package or were approved or waiting for one before the government changes were announced, you will be considered “grandfathered.”

You will:

  • Keep your current level of funding
  • Carry over any unspent funds
  • Be “no worse off,” meaning you will pay the same or less in government contributions
  • Remain within the same subsidy level (Levels 1–4)

Transition Clients

If you were approved for a Home Care Package under the newer system, you will move across under updated rules.

You will:

  • Keep your current level of funding
  • Carry over any unspent funds
  • Have government contributions assessed under the new service-based structure
  • Have contributions reviewed by Services Australia

What Does This Mean for You?

For both grandfathered and transition clients, your day-to-day care will largely remain the same. You will continue receiving the support you need.

Under Support at Home, services are grouped into three categories:

  • Clinical Supports – such as nursing, physiotherapy, and occupational therapy
  • Independence Supports – such as personal care, transport, and respite
  • Everyday Living Supports – such as cleaning, gardening, shopping, and meal preparation

If your current service appears on the approved government list, it will continue without interruption. If any service is not included, we will work closely with you to discuss suitable alternatives.

What Will Look Different?

While your care continues, you may notice some structural changes:

  • A new service agreement using standard government wording
  • A single, simplified service price (including travel, administration, and package management)
  • Care management fees capped at 10% of your total budget
  • Updated statement formats
  • Budgets managed quarterly rather than annually
  • Services must be selected from the government’s approved list
  • Access to three short-term pathways, including Restorative Care, Home Maintenance, and End-of-Life support
